Why can we not as a town coordinate with a proactive buyer and produce great short term tax incentives and free marketing in return for generating occupancy. I would propose to a new owner first and foremost the provision of safety, and security. With a goal to be the Mall with the least amount of reportable incidents of crime in upstate New York. This would be done through cutting edge security technology, and a strong "soft" security presence similar to that of Midtown in it's prime. I would exploit this goal to all the residents of Rochester to create interest in the new and improved consumer destination. Next I would offer a short term tax break to the owner which is negotiable every quarter for the first year. In lieu of the tax break the owner must offer all tenants who sign on for a 5 year lease agreement, 1 quarter of earnings rent free for the first 2 years. Once occupancy reaches 75% for 1 year, all new lease agreements are at the discretion of the owner. I have other ideas and the benefits of job growth would be a plus. these are just off the top of my head. With the resources of entrepreneurial minded individuals here in this area, I can't believe this giant is still sleeping. Even with windows closed the noise penetrated my home and enjoying an evening outside is not possible due to this source.
